North Liberty City Council Meeting Will Decide Whether Scanlon Farm Property is Given to Coralville.
The North Liberty City Council will meet Tuesday October 11 at 7 PM in the Council Chambers. On the agenda is a plan to approve a new annexation plan with Coralville. It is titled, ironically, "Annexation Moratorium". The plan offers a complete surrender to Coralville interests and it ignores the wishes of residents surrounding the annexation area, in particular those who live along Johnston Way. Although the plan offers nothing to North Liberty, it secures the future possibility of CV expansion all the way north to Mahaffey Bridge Road. (Read the document here ) The immediate annexation area, including the Scanlon property, is shaped like a dinosaurs head overhanging Forrest Gate and properties north of Forrest Gate. Coralville would agree to postpone further annexations for ten years. Although the moratorium is presented as a concession, it will, in fact require at least ten years to build out the first phase of the Scanlon development. When CV is ready, it will be free to annex all of the properties beneath the T-Rex (see map here) .
This plan has consequences for future annexations. North of the T-Rex, the Scanlon property will remain in the county for ten years and will then be free to apply for annexation to either CV or NL, depending on which city offers the developer the greatest number of concessions. The development of land in area B (essentially the Scanlon property) as a part of Coralville will lead to increased traffic density along North Liberty Road and Dubuque Street.
The Coralville city manager has openly stated that he believes the existing roads are adequate to handle high-density development of the Scanlon property. Opinions to the contrary have fallen on deaf ears.
WHAT TO DO: Go to the Council meeting. Make your voice be heard. Although the North Liberty mayor and city manager are already committed to this plan, the council is not. If you cannot attend, please send an email to one or more of the city councillors below:

Introduction to the Citizens for Sensible Development
In the summer of 2006, the Johnson County residents on the southern end of the North Corridor (an area bounded on the east by the Iowa River, on the south by I-80, on the west by SR 965, and on the north by Mahaffey Bridge Road) organized a not-for-profit group called 'Citizens for Sensible Development' (CSD). The original purpose of CSD was to educate government officials and the general public on issues related to traffic, safety, and sensible development in the North Corridor.
After repeated contact with officials and staff of the County Board of Supervisors, and the Cities of Coralville, and North Liberty, members of CSD grew more and more to feel that they had no representation in any local government. It became clear that the best cure for their disenfranchisement would be annexation to that city which had shown a willingness to listen and to give consideration to the voice of its citizens. For nearly all of the residents in the CSD area, the city of choice was North Liberty.
We support:
- Development projects and road alignments in the North Corridor that allow for growth while minimizing the negative effects on existing neighborhoods.
- Coordination of development with road alignments that take into account the impact of traffic throughout the North Corridor.
